Statement from the OPCC on Arrest of Journalists Porn Sopheap and Pheap Pheara

The Overseas Press Club of Cambodia (OPCC) is concerned about the recent arrest of Cambodian journalists Porn Sopheap and Pheap Pheara and calls on Cambodian authorities to immediately release them from pretrial detention, where they have been placed since July 31 2025,  and drop all charges against them.  According to a statement from the Siem Reap Provincial Court, released on September 10, the two reporters from TSP 68 TV Online have been charged under Article 445 of the Cambodian Criminal Code, “Supplying a foreign state with information prejudicial to national defence”, a treason offence carrying between 7 to 15 years in prison.

The charges stem from posts made on Facebook regarding the recent Thai–Cambodia border conflict. However, it remains unclear which specific social media posts have led to the accusations. Reports indicate the case may be linked to a widely circulated photograph of the two journalists standing with Cambodian soldiers at Ta Krabei Temple, taken after the ceasefire of 28 July. This photo was later republished in Thai media, which alleged unplaced landmines in the background.

The OPCC stresses that journalists must never face excessive or politically motivated charges for carrying out their professional duties. The use of treason laws against reporters covering matters of clear public interest represents a dangerous precedent and is inconsistent with Cambodia’s obligations under both domestic law and international human rights conventions.

We urge the Cambodian government and judiciary to:

  1. Immediately release Porn Sopheap and Pheap Pheara from detention and drop all charges against them,
  2. Clearly and publicly state the specific grounds and evidence for any charges brought against journalists,
  3. Refrain from misusing Article 445 or other treason provisions against members of the press who are simply fulfilling their duty to inform the public.

A free press is an essential pillar of a democratic and informed society. Criminalizing journalism undermines both the Cambodian public’s right to information and the country’s credibility on the global stage.
